Kenneth Mobley

Kenneth Mobley is an accomplished Program and Maintenance Manager with over 25 years of leadership and technical expertise, much of it gained during his distinguished career in the United States Navy. Currently serving as an Installation Program Manager at Kapsch, Kenneth specializes in leading cross-functional teams, managing multimillion-dollar projects, and driving operational efficiency in high-stakes environments.
As a veteran, Kenneth brings a deep, firsthand understanding of the challenges facing the veteran community. His military tenure was marked by a commitment to personnel development and welfare, including serving as a Navy Command Managed Equal Opportunity Program Manager and a Volunteer Command Financial Specialist. In these roles, he advised leadership on conflict resolution, diversity, and fiscal responsibility, ensuring that sailors under his command had the resources and support needed to thrive.
Kenneth is already an active voice in the Shelton community, currently serving as an Advisory Board Member and Financial Community Member for the YMCA of Shelton. His board experience includes providing strategic guidance on community outreach, contributing to fundraising initiatives that secure over $100,000 annually, and advising on long-term financial sustainability.
With a Bachelor of Science in Computer Science (Magna Cum Laude) and a background in strategic planning and risk assessment, Kenneth offers New Horizons Communities a unique blend of technical proficiency and heart-led leadership. He is dedicated to leveraging his professional network and lived experience to support NHC’s mission of providing housing and stability to those in need.
